LEAGUE PHILOSOPHY

The philosophy of both the Continental Senior Hockey League and the All Star Roller Hockey League is to promote ice and roller hockey for players of all skill levels in a competitive and organized environment; to foster camaraderie, friendship and physical fitness; and to establish and maintain enjoyable, recreational ice and roller hockey leagues across the continent.

Section I: CONTINENTAL SENIOR HOCKEY LEAGUE

This rule book contains amendments to the rules of USA Hockey. For any ruling not addressed in this rule book, USA Hockey rules will apply.

  1. LEAGUE GUIDELINES

    1. The CSHL is a non-check league but ice hockey is a contact sport.
    2. There are four levels of play in the CSHL including several divisions:
      1. Novice (1-2)
      2. Intermediate (1-2-3)
      3. Advanced (over 30-1-2)
      4. Open
    3. All players in the CSHL must be at least eighteen (18) years of age upon registration to be eligible to play. For the Over 30 division, players must be at least thirty (30) years of age upon registration or turn 30 before the end of the regular season to be eligible. All Over 30 players are required to submit a driver’s license photocopy as proof of age upon registration.
    4. Full slap-shots are allowed in all divisions unless otherwise specified by the local Hockey Director.
    5. Players may only play in one division except if playing in any League-approved open division(s) in which case, players may play in additional division(s).
    6. The CSHL will not schedule games on the following holidays: New Year’s Day, Easter Sunday, July 4th, Labor Day, Thanksgiving, Christmas Eve, Christmas and New Year’s Eve.
  2. LEAGUE DUES

    1. League dues will vary based on the number of games played. Please refer to the effective seasonal contract for details.
    2. Players joining after the start of the season are eligible to play on a pro-rated basis but must pay the balance due in full. Any exceptions must be pre-approved by the local CSHL Hockey Director.
    3. There will be no refunds.
    4. Any player whose payment defaults (i.e. NSF check, credit card declination, etc.) will be ineligible to play in the CSHL until his account returns to good standing. A $25.00 penalty will be issued for any returned check or declined credit card.
    5. At all times, it is the responsibility of the player and Team Rep to ensure that whatever League dues (or fines) are owed are paid promptly before the start of the game. As it is not the scorekeeper's responsibility to "chase down" players who owe dues and/or fines, all payments must be brought to the scorekeeper. Prior to the start of the game, Team Reps should immediately review the scoresheet for any relevant team personnel information. Should a player play before paying any dues/penalties, that player may be suspended pending an Executive Committee Review.
    6. **Team Payment is available 1 payment only(check or credit card) will be accepted on behalf on the team by the registration deadline. ( min12 players- max 20 players on the roster) No Refunds.
  3. ROSTERS, RELEASES & PLAYER PLACEMENTS

    1. Each team is required to have a full roster of 14 registered and paid players before each hockey season begins. Additional skaters will be required to pay regular CSHL dues. Except for goalkeepers substituting in emergency situations (see rule 4c), no substitute players are allowed to skate in the CSHL.
    2. Absolutely no skater will be allowed on the ice without USA Hockey membership and proper CSHL registration. Should a team be found using an ineligible player, appropriate fines and penalties will be levied in accordance with Rule #3-i in the CSHL Rule Book.
    3. For a Team Rep to be eligible for a dues credit (less registration & USA Hockey membership), his team must have and maintain a roster of 14 paid skaters (including goalies) by the conclusion of the 2nd game of the CSHL season (includes exhibition games). If this condition is met, the Team Rep, in effect, becomes the 15th skater and skates for free. If this condition is not met, the Team Rep must pay regular full season dues. There will be no extensions granted for Team Reps after the conclusion of the 2nd game.
    4. Teams with incomplete rosters may have their rosters completed by the League from a waiting list of players (if available).
    5. Team representatives are allowed to release players (with League approval) as long as the minimum number of players is maintained on the roster.
    6. Player placements and movements shall be monitored and approved at the discretion of the local CSHL Hockey Director so as to ensure the integrity and balance of all levels. The local CSHL Hockey Director has the authority to adjudicate on any player placement/ movement so that the best interests of the League are served.
    7. The Executive Committee may release any player on any team if it is determined that doing so is in the best interest of the League. The CSHL will also review all discipline-related matters that have occurred outside of the CSHL and act accordingly in the best interests of the League.
    8. Should a Referee or scorekeeper have a question about a player's identity, that player must show the League official valid state driver’s license or ID. Failure to do so will place that game under "Protest" with a subsequent League investigation.
    9. Any team found using ineligible players will be issued the following penalties:
      1. The Team Rep will be fined $30 and suspended for 2 games.
      2. The game in question will be forfeited.
      3. In addition to the forfeited game, the team will have two points deducted from their team point total.
      4. The player in question, if playing on another League team, will be suspended for 4 games and fined $30.00.
    10. Based on a 20 game schedule, players must play a minimum of five games to be eligible for the play-offs. Please check with the League office for changes regarding schedules of less than 20 games. Any exceptions must receive Executive Committee approval.
    11. Based on a 20 game schedule, team rosters are frozen for play-offs prior to the 16th League game (including exhibition games). Teams may NOT add players to their roster after this deadline unless they have League approval. Please check with the League office for changes regarding schedules of less than 20 games. Any exceptions must receive Executive Committee approval.
    12. Should it be learned or suspected, during the course of the game, that a Team is using an ineligible player, a protest should be filed and the official outcome of the game will be decided at a subsequent Executive Committee meeting.
    13. Should a game be declared a forfeit before the game begins, the teams may stay and split the ice to participate in a "practice session". Referees and scorekeepers will not be provided.
    14. As a method of controlling player placements after the season has begun, all new players must receive League approval before arbitrarily placing him/herself on a team. This will allow the CSHL staff time to research the new player’s history in an effort to make an accurate placement. As such, if you are planning to add a new player to your team, have the player call the League office well in advance of your next game. The new player should be prepared to provide a detailed history of his past performance. This policy does not apply to CSHL’s Over 30 advanced division and each facility’s highest local division (e.g. Advanced Level 1).
    15. In response to the on-going concern about players competing in divisions below their skill level, League Representatives will be randomly monitoring games throughout the season. In obvious cases, players will be asked to move up immediately. Most cases, however, will be remedied at season’s end when a "NOTICE TO ADVANCE" will be issued to players deemed "too good" for their current level. Should a new team join the CSHL and they are found to be playing in an inappropriate level, the CSHL has the right to move that team accordingly.
  4. GOALIES

    1. Each team may have two (2) registered goalies who may only play for that team in the division.
    2. Only one goalie position is required to be paid for on each team. If a team has two goalies, the goalies may split the dues or one goalie can reimburse the other for the games in which he plays. Both goalies are required to have a completed registration form and have their insurance/registration fee paid in full.
    3. Provided that the regular team goalie is registered and in good account standing, teams may use a substitute goalie in emergency situations. Any abuses in the use of subs -- i.e. deliberately using a substitute goalie of a higher skill level -- will be subject to League review and possible forfeiture. As such, when attempting to secure a substitute goalie, Team Reps are required to find a goalie from the same level or lower. If you cannot secure a goalie from the appropriate level, call the League office. This same policy applies to the Over 30 division -- i.e. substitute goalies must be over 30 years of age. If a Team Rep cannot secure an "over 30" goalie, call the League office.
    4. In the event that a goalie cannot be secured, a 6th skater may participate but without goalkeeper privileges. In order to be considered a "goalkeeper", the player must wear full goalkeeper equipment.
  5. INJURIES

    All injuries must be reported to the scorekeeper or League office within 24 hours to comply with USA Hockey membership guidelines.

  6. UNIFORMS

    1. Unless prior exemption is granted by the League, all teams in all divisions must have complete matching sets of home (white) and away (dark) jerseys with at least one set of matching socks. (Exemption example: A division having only four teams with all teams having non-conflicting colors.)
    2. All players must wear team color coordinated jerseys with color coordinated socks with "main color" coordinated, permanently attached numbers on the back. Team crests are optional. Cooperall-type pants are exempt.
    3. **By the fifth game of the season (incl. Exhibition) any player not in proper team uniform will be assessed a ten minute misconduct penalty -- which will not be recorded on the scoresheet -- at the start of the game. Teams may assign a skater to serve misconducts for goalies without a team jersey. Substitute goalies are exempt. Should a team fail to have at least 6 skaters (including goalkeeper) in uniform by the start of the game, the game will be declared a forfeit.
    4. All players must have complete matching uniforms by the fifth game (exhibition games included) of the season. Should your uniform be "on order", you will be required to show a paid receipt to the CSHL office in order to be exempt from the uniform violation penalty. The League will then issue you a letter -- good for a ten day period -- which you must present to the scorekeeper prior to any League game. No other notes, sales receipts, etc. will be recognized.
  7. EQUIPMENT

    1. Certified protective head gear is required with a fastened, regulation strap. The lightweight JOFA helmet is NOT ACCEPTABLE.
    2. **Face protection is optional but strongly recommended unless otherwise specificied by the local Hockey Director.
    3. All players in all CSHL levels must wear the following:

      • H.E.C.C. approved helmet
      • elbow pads
      • knee pads/shin guards
      • protective cup
      • hockey gloves
      • hockey pants
      • hockey skates
      • matching jersey & socks

      Note: Any alterations made to a H.E.C.C. approved helmet (e.g. removal of protective ear (laps) will void your USA Hockey liability policy.

  8. OFFICIALS

    1. The scorekeeper is an off-ice official and may assist the referees in declaring assists and penalties.
    2. Any abuse, verbal or physical, or uncooperative attitude toward any League official will cause a player to be fined and/or suspended. All USA Hockey rules regarding Abuse of Officials may be enforced by CSHL officials.
  9. GAME LENGTH

    1. For regular season games, all levels will utilize the following format:
      • 1st and 2nd periods, 20 minute running time;
        last minute of each period -- stop time.
      • 3rd period, first ten minutes running time;
        last ten minutes, stop time.
      • Each team is allowed one 30 second time-out.
      • A one (1) minute break between periods will be in effect (except before overtime).
    2. **In the event of a tie, a five minute, running time, sudden death overtime period will be played (last minute – stop time). There will be no time out or change of end. The winner in OT gets 2 points and the loser gets 1 point.
    3. If, during the regular season, a game is tied at the end of overtime, the game shall remain a tie. Each team receives one point in the league standings.
    4. If a six goal margin exists at any time after the 10 minute mark of the third period, the mercy rule will be in effect and there will NOT be stop time. This remains consistent until the end of the game even if the margin decreases from six.
    5. No time outs are allowed during the last ten minutes if the mercy rule is in effect.
    6. If a fight breaks out during the first 50 minutes of running time, the clock will NOT stop.
    7. In the event of an extraordinary time-consuming delay where the clock is stopped -- i.e. injury, ice maintenance, etc. -- the scorekeeper and referees shall have the authority to run the clock on "straight time" for the balance of the game should the arena ice schedule be seriously compromised.
  10. PLAY-OFFS

    1. Unless otherwise specified, at the end of the regular season, the top four teams in each division advance to the play-offs -- 1st vs. 4th, 2nd vs. 3rd.
    2. Should two teams finish tied in the standings, the following tie-breaking procedure will be implemented to determine the higher standing:
      1. Team with the fewest forfeits.
      2. Most wins.
      3. Superior head-to-head record based on points.
      4. Superior head-to-head record based on goal differential.
      5. Superior league goal differential.
      6. The team with the fewest penalty minutes.
    3. Play-off games will utilize the same three period format as in the regular season. Should a play-off game be tied at the end of regulation time, a twenty minute (running time -- last minute stop time) sudden-death overtime period will be in effect. Should the game still be tied at the end of the overtime period, a five player "shoot-out" will be implemented to break the tie. If the game is still tied, a one-by-one shoot-out will take place until a winner is determined.
    4. Unless otherwise determined, all quarter-final and semi-final rounds will be a one game sudden-death elimination.
    5. All final rounds will be a two-out-of-three elimination.
  11. MODIFICATIONS TO USA HOCKEY RULES

    1. MINOR PENALTIES.
      All minor penalties are three minutes during running time consistent up to the 49 minute mark. Any minor penalty called between the 49 and 50 minute mark shall consistently expire at 52:00 minutes (8:00 minutes remaining). All minor penalties are two minutes during the last ten minutes and regular season overtime if stop time is in effect.
    2. MAJOR PENALTIES
      All major penalties are seven minutes during running time consistent up to the 48 minute mark. Any major penalty called between the 48 and 50 minute mark shall consistently expire at 55:00 minutes (5:00 minutes remaining). All major penalties are five minutes during the last ten minutes if stop time is in effect.
    3. BLINDSIDE TRIP.
      A major and a game misconduct penalty shall be imposed on a player who deliberately trips an opponent by stick or "sweeping action" with skates from the blindside.
    4. COINCIDENTAL MINORS.
      Unlike the NHL, penalties called at the same time to both teams will, in effect, cancel each other with no reduction in manpower. The penalized players will be required to serve their entire penalty time and must wait for a stoppage in play before being allowed back on to the ice.
    5. **FISTICUFFS.
      1. 1st Fight, player receives a major penalty, automatic game misconduct, minimum two game suspension and a $30.00 fine.
      2. 2nd Fight – minimum three game suspension and a $30.00 fine.
      3. 3rd Fight -- automatic season suspension pending review by CSHL Executive Committee.
    6. THIRD MAN IN.
      A player who intervenes in an altercation shall receive a game ejection and a $15.00 fine. All third man in penalties shall be reviewed by the Executive Committee to determine if a suspension is warranted. Be advised that fighting penalties do not have to be called for a player to be assessed a third man in penalty.
    7. MISCONDUCTS.
      1. Ten minute misconduct:
        No fine or suspension.
      2. Game misconduct (ten minutes on the scoresheet):
        $15.00 fine, one game suspension.
      3. Gross misconduct (ten minutes on the scoresheet):
        $30.00 fine, minimum 2 game suspension from the division in which the action occurred and Executive Committee review.
    8. GAME EJECTION
      Should a player be ejected for the balance of a hockey game, he will be fined $15.00 (no suspension).
    9. ADDITIONAL PENALTIES WITH FINES.
      1. Match Intent to Injure: $30.00 fine, minimum 4 game suspension from the division in which the action occurred and Executive Committee review.
      2. Match Deliberate Injury: indefinite suspension and Executive Committee review.
      3. Major Butt-End: game misconduct, 2 game suspension and $30.00 fine.
      4. Major Cross-checking: game misconduct, 2 game suspension and $30.00 fine.
      5. **Major High sticking: game ejection, $15.00 fine and Executive Committee review.
        **2nd Major High Sticking (Accidental) of the same season: 1 game suspension, $15.00 fine.
      6. Major Slashing: game misconduct, 2 game suspension and $30.00 fine.
      7. Major Spearing: game misconduct, 2 game suspension and $30.00 fine.
      8. Major Boarding: game misconduct, 2 game suspension and $30.00 fine.
      9. Major Charging: game misconduct, 2 game suspension and $30.00 fine.
      10. Major Kneeing: game misconduct, 2 game suspension and $30.00 fine.
      11. Major Roughing: game misconduct, 2 game suspension and $30.00 fine.
      12. Major Checking From Behind: game misconduct, 2 game suspension and $30.00 fine.
      13. Major Elbowing: game misconduct, 2 game suspension and $30.00 fine.
      14. Major Head Butting: game misconduct, 2 game suspension, $30.00 fine and subject to Executive Committee review.
      15. Attempted Head Butt: double minor.
      16. Physical abuse of Official: Game misconduct, minimum 2 game suspension, $30.00 fine and Executive Committee review.
      17. Any player who receives four penalties of any type in one game receives an automatic game ejection . No additional penalty minutes from the game ejection will be included in the player’s season totals.
      18. Any player accumulating 40 or more penalty minutes over the course of the regular season (including exhibition games) receives a one game suspension (does not apply to play-off games) and a $15.00 fine. Once the play-offs begin, players’ penalty totals will remain cumulative with the provision that season-ending suspensions will now be assessed once a player reaches 70 or more penalty minutes - not 40. In other words, should a player accumulate less than 40 penalty minutes over the course of the regular season (including exhibition games), he may continue playing in the play-offs with no "cumulative penalty minute" suspensions being assessed until a player reaches 70 minutes. Please check with the League office for changes regarding schedules of less than 20 games.
      19. **Any player accumulating 70 or more penalty minutes over the course of a season (including exhibition, play-off and CSHL Invitational Tournament games) receives a season-ending and indefinite future season suspension with no refund for unplayed games. All players applying for re-instatement following a season-ending suspension must submit their request in writing to the CSHL Executive Committee. If reinstated the player will most likely be on probation (Penalty Minute Cap) permanently. Please check with the League office for changes regarding schedules of less than 20 games.
    10. Any player attempting to play while on suspension or with an unpaid fine may cause his team to lose by forfeiture, as determined by the Executive Committee.
    11. All money collected from fines will be donated to a youth hockey scholarship fund.
    12. **Forfeit (no show or not enough players): 1st forfeit : lose the game and 2 points deducted from the team standing, 2nd forfeit of the season: lose the game and 4 points deducted from the team standing. 3rd forfeit of the season: lose the game and 6 points deducted from the team standing + Executive Committee Review ( possibility of being expelled from the league).
    13. **DELAYING THE GAME
      A bench minor penalty shall be assessed to any team which, after a warning by the Referee, fails to place the correct numbers of players on the ice, thereby causing a delay in any manner.
  12. SUPPLEMENTARY DISCIPLINE

    In addition to the fines and suspensions previously outlined in these rules, the Executive Committee may, at their discretion, investigate any incident that occurs in connection with any League game or season and may assess additional restrictions, fines, suspensions and/or expulsions for any offense committed during the course of a season, game and/or after the game by a player or coach regardless of whether such offense was penalized by the referee.

  13. CHECKLIST FOR TEAM REPS AND COACHES

    The Team Rep is the liaison between the players of his team and the League. The team rep should:

    1. It is the responsibility of the Team Rep to establish and maintain a full roster. Please advise your team members that the CSHL does not provide refunds.
    2. See to it that every team member has your phone numbers and knows how to reach you.
    3. Arrive early and attend every game or designate a substitute who is familiar with the team and this rule book. Make sure that your team is ready to play at the designated time
    4. Check with the scorekeeper and scoresheet before every game to find out if any player owes dues, fines or other League business.
    5. Make sure that players owing money bring it with them and get it paid before the warm-up is over.
    6. Please instruct all new players to call the League Office as per rule 3o.
    7. Instruct all new players (who have received League approval to play) to pay their fees, sign the proper League and USA Hockey registration forms and have proper equipment and matching team jersey and socks.
    8. Pick-up the scoresheet after the game and be sure that any players with suspensions or fines are aware that they are suspended or have a fine due before the next game. Please be advised that any scoresheet changes must be done at the game by the scorekeeper.
    9. See to it that all your players have a schedule or know where and when the next game will be. Schedules and rule books are available in the Hockey Office.
    10. Make sure that your goalie is planning to be at your game. If he isn't and you cannot find a substitute, call the League office and we'll try to locate one for you.
    11. All players should be on the league mailing list and receiving special events information. Please report changes of address promptly.
    12. Please instruct all players that they must stay off the ice until the ice resurfacing machine has exited the ice and the arena gates are closed.
    13. Keep in mind that all players are entitled to equal ice time. We know that it's nearly impossible to ensure this for all players but as Team Rep, it's your responsibility to try.
    14. Make sure that you keep your players up-to-date with League news, especially with memos sent directly to you. Communication is vital!
    15. Should a Team Rep know that he/she will be absent from a game, please call the League office and advise us as to whom you have appointed as acting Team Rep. If you are absent and no individual has been appointed to act in your place, the Team Captain will be the designated Team Rep. Should the Team Captain be absent, one or all Assistant Captains will be designated as Team Rep.
    16. Know this rule book thoroughly. Your familiarity with it will often answer questions that are raised by your teammates.
